I was told that I didn't have to file taxes if I had no income as self proprietor. the state is saying I owe?

I was told that I didn't have to file taxes if I had no income as a self proprietor. Now the state is saying I owe lots of money uming that I DID make money that I didn't report. What do I need to do?
