Aluminum Cans - Can you really get 10 cents per can?

Here is my question - if you can get between $.32-$.48 per pound for aluminum cans but $.10 per can in other areas such as Michigan (I saw $.10 MI on top of a coors light can), then why aren't people arbitraging and shipping them to Detroit en me? I understand transportation costs, but that seems to be a huge swing per price. Anyone know the story here?
