I'm marrying a man in the Air Force. How do we start the process!?!?

My fiancee is stationed on Kadena AFB in Okinawa, Japan. The wedding date is set for August 1st in Ohio. He can NOT come home before the wedding. I can visit one time before the wedding. I will be moving there after the wedding and we will need base housing which he can apply for 30 days before I come but he needs a marriage license for that right? How do we get the license? Can we get it on base? What do we do? I can't find an answer through the military at all and he's on JCS in Malaysia for a month. I can't wait for the answers. PLEASE HELP!! P.S. he's only been in for a year and is an A1C. Okinawa is his first base.
