Christians if we all are sinners who is Jesus talking about in Luke 5:32 And where does it say all are sinners?

romans 3:23 for all have sinned and fall short of the glory of god - but once u have come to repentance u no longer sin but live and do as god would have u to do - repent and sin no more - peace be with u
