Why are some countries still allowed to hunt whales even though it is outlawed?

I read that the IWC (international whaling commission) and other animal rights groups have a legal "moratorium" (a legal prevention of hunting by law when an animal is in some danger of becoming extinct) yet many countries are still allowed to kill whales. Why is that?
