Can you get your FFL if your 17> Years old?

For more detail. I REALLY want to own a firearm and know that you must be 18 to own a rifle in California. But what I am saying is that if your 1 month away from your 18th birthday, can you sign up for your FFL? Please be respectful and ask for more detail if you want.
