Bikes commutes are becoming ped for a greener environment and are Exoskeleton's being created?

I don't know if bike company's are doing this or not, but I was wondering if shells that can encase bikes are being created. Just think of iron man's suit. That way people may ride their bikes on warm days and cold days. The shell will cover the entire bike provide heat and air conditioning depending on the weather conditions. This will reduce the need for riders to use their cars based on the weather conditions. Can somebody please tell me if this is being created or is created already. It is just something that I've been curious about since they ped the law on bike commutes to work in new york city.
